Billing and Revenue Cycle Information Systems ManagerThis
Billing and Revenue Cycle Information Systems Manager is a key
leader in critical Billing Revenue Cycle processes and
technologies. These core functions are mission critical to UC Davis
enterprise wide. Incumbent manages and provides oversight of
projects that cross multiple units and cross-functional teams
comprised of high-level professionals who will need their guidance,
leadership, and support. Provide guidance to analysts and business
managers, and also meet with the decision makers, systems owners,
and end users to define, develop, and implement operational
business systems and technologies within and outside the Patient
Revenue Department. The position will work with full independence
and decision-making responsibility.As a manager and leader, this
position will continually monitor and evaluate the progress and
design and implement changes as deemed necessary to revenue cycle
and revenue integrity programs and services. This position will
lead, manage, and guide the analyst teams on how to exercise
initiative, originality, and independent judgment in applying
established principles and practices to new and unusual issues and
problems. Responsible for UC Davis Health revenue services,
requests, regulatory requirements, 3rd party solutions, billing
system, and integrated technologies.This manager and leader will
continually monitor and evaluate the progress and design and
implement changes as deemed necessary for revenue integrity/cycle
services. This position will lead, manage, and guide the analyst
teams comprised of 17 FTEs exercise initiative, originality, and
independent judgment. The position will act as a leader, mentor,
and oversight to other analysts and project leads within the

OverviewThe Revenue Integrity & Health Information Management
Enterprise Services (RIHIMES) Team strives to achieve the highest
customer satisfaction level by providing a well-documented,
accurate, timely medical care record for continuing patient care,
research, teaching, reimbursement, and community service. Its
primary purpose is to serve our patients by facilitating treatment,
research, reimbursement, and education based on a well-documented
medical record. Revenue Integrity (RI) program and services at UCD
implement a methodology to efficiently manage revenue and align
staff, projects, processes, and technology to accurately assure
optimal reimbursement for clinical services rendered at the
University of California, Davis Health.Apply By May 17, 2025 at

Qualifications
- Bachelor's degree in a related field and/or a combination of
experience, education, and/or training.
- Excellent ability to collaborate with senior management and
executive-level staff, to develop and implement objectives, goals,
budgets, strategic plans, policies, and priorities, and to measure
and evaluate operations in conjunction with them.
- The position requires expert level healthcare billing
knowledge, expert management skills, expert analytical abilities,
and expert understanding of hospital and professional fee billing
systems, operations, and reimbursement methodologies.
- Expert Healthcare billing knowledge includes but is not limited
to all State and Federal program guidelines for hospital and
professional programs of Medicare, Medi-Cal, CCS, Healthy Families,
Campus, County Indigent programs. In addition, it includes a
working knowledge and understanding of all managed care billing and
reimbursement methodologies and the system requirements for
each.
- Understanding of systems structures and best approach to
design, integrate, use and support to reach maximum results with
the greatest efficiency. Ability to analyze and project billing
impact of system changes.
- Ability to analyze and interpret standards including CMS, OHS,
Title 22, UCDHS policies, and procedures to ensure coding/charging
is in compliance.
- Knowledge of business, management principles, and budget
control.
- Ability to interpret statistical data and compile reports for
management.
- Excellent interpersonal and communication skills. Ability to
express ideas assertively, clearly, and concisely both orally and
in writing. Ability to build strong working relationships across
all levels of management, staff, faculty, and outside
entities.
- Strong leadership and management skills to provide planning,
coordination, and direction to departmental staff.
- Ability to develop and implement new proposals and programs.
Ability to streamline processes in order to more effectively and
efficiently oversee coding and charging activities in the Health
System.
- Ability to be highly organized and delegate assignments to
staff effectively.
- Knowledge of priority setting strategies, strong
problem-solving abilities, and an adeptness at initiating actions
for effective conflict resolution.
- Ability to exercise exemplary tact and diplomacy when dealing
with high-level internal and external executives, faculty, and
outside entities.
- Proven ability to transition between projects and multi-task
while managing multiple short-term and long-range projects.
- Excellent presentation skills and prior experience in creating
and presenting complex information to diverse audiences including
clinicians, executives, and executive staff.
- Must be able to manage both confidential and routine matters
with discretion.
- Must be knowledgeable of Institutional goals, principles, and
practices of management. Must be able to function effectively and
collaboratively within the dynamics of a complex academic medical
center.
- Excellent communications skills to convey complex information
clearly and concisely to all levels of staff and management, with
the ability to motivate, influence, and persuade others, and
cultivate a strong commitment to efficiency, functionality, and
quality customer service.
- Thorough knowledge of healthcare information technology,
medical terminology, and of all relevant clinical information
systems, with a strong understanding of the application of
computational tools to enhance and improve clinical practice.Key
