Position Descriptions:

  • Regular help position assigned to the Public Health Promotion Division's Oral Health Program. This position will be responsible for overseeing and conducting oral health outreach activities, dental coalition activities, participate in oral health screenings, and other tasks to implement workplan activities in the scope of work.
  • Two TERM positions that are set to end on 06/30/2022. These positions will support the Department's educational outreach needs as well as be cross-trained in contact tracing and case investigation support for the COVID Division. For terms and conditions concerning the appointment of a Term employee, seeSection 6.13j of the Butte County Personnel Rules.

A training and experience evaluation may be utilized to determine an applicant's ranking among qualified candidates. Under general supervision, promotes community awareness of public health issues; plans, organizes and conducts health education programs; prepares and presents health education materials, provides outreach services for at-risk populations; conducts educational forums on priority health issues; provides case management services to clients and assists clients in accessing other community services.

Essential Job Functions

Essential functions, as defined under the Americans with Disabilities Act, may include any of the following tasks, knowledge, skills and other characteristics. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

  • Plans, organizes, conducts and evaluates community outreach programs, workshops and conferences to promote health education, risk reduction and healthy behaviors.
  • Educates the public on health and healthy behaviors, informs community of services available through the Public Health Department and other community resources; prepares and delivers presentations on assigned health topics.
  • Prepares exhibits, brochures, flyers, posters and other materials for presentations to the public, community agencies, support groups, health care professionals and elected officials; works closely with community members in promoting events and outreach activities; reviews, selects and orders informational and educational literature.
  • Drafts health policy documents, news releases, and special features on assigned health topics; conducts surveys.
  • Coordinates and facilitates client activities and awareness programs; provides opportunities for leadership, advocacy and community involvement.
  • Identifies and evaluates community health needs; researches, collects data and assists in preparation of grants; assists in monitoring, implementing and evaluating grant programs; organizes participation in program activities; and promotes collaboration, partnership development, and capacity-building.
  • Prepares and delivers presentations to at-risk clients on assigned health topics.
  • Develops medical case management plans with clients to promote health and healthy behaviors; documents client services; provides health information, education, screening, testing and referral services; encourages clients to access care and treatment.
  • Refers clients to professional, client-centered counseling; provides health education to clients and their partners, social contacts, and the community; assesses client physical and psychological needs; provides referral to medical and community services; conducts follow-up as required.
  • Compiles and maintains records, reports and statistical information related to Public Health.
  • Provides HIV/AIDS/STD/Pregnancy Prevention counseling and testing services in Public Health Clinics, community locations, and in the "field," as assigned
  • Adheres to the confidentiality standards of the Privacy Act of 1974, {U.S.C. 552A} as amended; complies HIPAA policies and procedures.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Bachelor's degree in Public Health, Health Education, Nutrition or a related field from an accredited college or university and two (2) years of public health experience. Master's degree in Public Health is preferred.
  • Valid State of California driver's license may be required.

Environmental Factors and Conditions/Physical Requirements

  • Work is performed in both an office and an off-site environment.
  • May be exposed to communicable diseases.
