This position is responsible for the direction and coordination related to projects under the jurisdiction of the Willows Construction Office. The incumbent oversees and advises project teams in planning, lands, design, and construction for large scale, multi-million and multi-billion dollar projects such as BF Sisk, Friant-Kern Canal, and others. The incumbent advises and assists in formulating policy, establishing program limits, managing program execution and maintaining appropriate relationships with the many public and private groups involved in or affected by Reclamation actions in this area. Major duty areas include Program Management, Reclamation Representation, and Personnel Management.

Travel Required

Occasional travel - You may be expected to travel up to 10% of the time for this position.

Applicants must meet all qualification requirements, time in grade, and any selective factors, by the closing date of the announcement.

TIME IN GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Applicants may be required to serve an initial probationary period.

If the selectee has not previously served as a Federal manager or supervisor, he/she will be required to serve an initial managerial probation period.

The selectee must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position.


To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to at least the GS-13 in Federal service. Specialized experience at this level is defined as: Utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects related to water and power infrastructure; Managing complex projects (balancing scope, quality, schedule, budget, and risk) requiring the services of multiple disciplines (i.e. construction, design, etc.) from project initiation phase through financial closeout; Interpreting multi-level customer needs and developing them into actionable requirements; Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; Managing multiple stakeholders by developing relationship strategies; Applying procurement knowledge and experience to manage contracts supporting assigned projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.


There is no substitution of education for experience at this grade level. Applicants must qualify based on experience.
